On April 5, 2007, the Office of Lawyer
Regulation (OLR) filed a complaint
requesting respondent Godfrey Y. Muwonge's
license be suspended. On August 9, 2007,
OLR filed an amended complaint. On April 9,
2008, this court temporarily suspended
Attorney Muwonge's license to practice law
until further order of this court. On
October 1, 2008, the parties entered into a
stipulation, pursuant to SCR 22.16(4),
stating respondent has a medical incapacity
that makes his defense of the disciplinary
proceeding impossible. On October 23, 2008,
the referee filed his report and
recommendation stating that (1) respondent
has a medical incapacity which makes his
defense of the misconduct charges
impossible, (2) the proceedings in this
matter should be abated, and (3) Attorney
Muwonge’s license should be suspended under
SCR 22.16(4)(d) and SCR 22.36;
IT IS ORDERED that the referee's findings
and conclusions are adopted and Godfrey Y.
Muwonge’s license to practice law in this
state is indefinitely suspended pursuant to
SCR 22.16(4) and SCR 22.36.
IT IS FURTHER ORDERED that to the extent he
has not done so, Godfrey Y. Muwonge comply
with the provisions of SCR 22.26 concerning
the duties of a person whose license to
practice law in Wisconsin has been suspended
IT IS FURTHER ORDERED that within 60 days of
the date of this order Godfrey Y. Muwonge
pay to the Office of Lawyer Regulation the
costs of this proceeding in the sum of
$5,586.82. If the costs are not paid within
the time specified, and absent a showing to
this court of his inability to pay the costs
within that time, the license of Godfrey Y.
Muwonge to practice law in Wisconsin shall
remain suspended until further order of the
court.
